Am glad the union minister is genuinely concerned and is also appreciative of feedback. Till recently, exercises related to environment concerns such as the Enviroment Impact Assessment became just an unnecessary add on exercise, vital to obtain clearances. And while there is the equally vital need for an institution that would implement, and also ensure, monitor compliances, the one thing about the 4 suggested options provided by the ministry seem to take the topdown bureaucratic approach, in the sense of imposing a hierarchical superstructure and guidelines from above. Whereas a local level, local community based approach might work better in such instances - local level institutions that would at district level report to DM or equivalent authority, which in turn would lead up to a kind of superstructure as offered by option III.
