Ramachandra Guha in the Telegraph evaluates Manmohan Singh:

There were great expectations of Singh as prime minister; few of which have been fulfilled. Those who thought that the co-author (with P.V. Narasimha Rao) of the first generation of economic reforms would further free entrepreneurs from State control have been disappointed. So have those who hoped the experienced administrator would modernize the civil service by encouraging the lateral entry of professionals, those who believed that the former secretary general of the South Commission would adopt a foreign policy independent of Western (more specifically, American) pressures; and most of all, those who imagined that a person of rectitude and personal honesty would promote probity in politics and administration.

This last failure explains, among other things, the appeal of Anna Hazare, a man whose intellectual vision is as confined as Singh’s is large. In the early part of 2011, as the evidence of cabinet collusion in the Commonwealth Games and 2G scams accumulated, the prime minister continued to shield his corrupt ministers. After Anna Hazare’s fasts, a popular, countrywide movement against corruption began to take shape. Singh still would not act. In the popular imagination, the prime minister was now seen as indecisive and self-serving, his fellow septuagenarian, Anna Hazare, as courageous and self-sacrificing. It is a mark of how disappointing Manmohan Singh’s second term has been that it has allowed an authoritarian village reformer — with little understanding of what Mohandas K. Gandhi said, did, or meant — to claim the mantle of the Mahatma.

Guha goes on to offer four reasons why an honest, intelligent, experienced man, whose appointment as prime minister in 2004 was so widely welcomed has been such a disappointment in office:

  1. His timidity, bordering at times on obsequiousness, towards the president of the Congress.
  2. His timidity in not contesting a Lok Sabha seat.
  3. His lack of judgment when it comes to choosing key advisers.
  4. His keenness to win good chits from Western leaders.

Read this Abhishek Sharma

I have painstakingly gone through all the comments and I  am sorry to say that handler Abhishek Sharma's comments are vacuous and delusional.

It is a proven fact that MMS lied to his way to Rajya Sabha. I would love to see this issue is being raised by opposition parties and demand his resignation. A lie is a lie and I can't understand why opposition is silent on the issue. A writ petition in Supreme court will put MMS in jail.

MMS didn't lose a war, didn't clamp emergency or was writing poetry during godhra riots. This is disingenuous. A mere death of 1000 plus people in some riot isn't a big deal. The scams in UPA 2 are more threatening. I am pretty sure that all the scams will be proved and Manmohan Singh's role will be exposed in the scams.

MMS saving India from recession is laughable. Singh didn't play a role in it. It was because of strong fundamentals of Indian economy. What role did Singh played in reforms. How many weavers, blue collar people lost their jobs in recession. No one. 

Citing Hema Malini and Jethmalani is stupid. The politicians who were saved by the new law created by BJP for Rajya Sabha saved Sita Ram Yechury and Arun Shourie. Neither of the two lied to enter RS like Singh is a truth.

Compaing Bofors and Centaur is absolutely wrong. Bofors is a scam because all Indians know about it. No conviction in Bofors happened due to Singh's dishonesty. The Centaur Juhu disinvstment was not a scam. The CAG was used by MMS and his lackeys in Juhu to implicate the good people in opposition. This is the reason there was no conviction in Juhu. Shameless of Singh.

I find all the comments made by everyone except Abhishek Sharma full of intellectualism. I hope some one would file a writ petion in Supreme Court and put Singh in the jail for a liar he is. Singh should be expelled from the Rajya Sabha because lying is a crime under IPC

Other than his comment on porn, I find no truth in his rest comments. I haven't met a man in my life who doesn't like porn. Osama Bin Laden included.

Abhishek Sharma,

Your argument is basically that PVNR and ABV are not good Prime Ministers because the Babri Masjid Demolition and Gujarat Riots (that led to death of a thousand people) happened during their rule.

Well, be honest - do you really say that a prime minister should be only judged by riots not happening during his/her regime? If that is the case, then our best primeminister was Deve gowda, because nothing happened in the 11 months when he was in chair.

likewise Rabri devi of Bihar was the best CM since no riots happened when she was in power !!

Okay let us get serious. Let us use the riot/genocide /killing/death asmetric. How do others fare?

Take Rajiv Gandhi - The man was inducted into politics in 1981 and so had 4 years experience before he took over as PM (after IG assasination) in Nov 1984. And he presided over the worst ever communal riots (Anti Sikh Riots) and even said that "when big tree falls, earth shakes) . And right after that, a month latter we have deadly Bhopal Gas tragedy that kills a few thousand folks and cripples many more. Surely cant blame RG for the killings. But is it not his incompetent government that allowed the Chairman of United Carbide - Warren Anderson escape safely out of India when thousands died? And what about the peanuts that was offered as compensation to the gas tragedy victims? Again, RG government cant shirk responsibility.

And it was the same RG government which sent IPKF soldiers to Sri Lanka to fight a worthless unwinnable war, and thus shedding precious blood of Indian soldiers and only aggravating a conflict that endangered and harmed the tamil ethnic minority of sri Lanka?

Thus if ABV and PVNR are one evil each, RG is three times evil.

With the 2G scam, may be the loss is presumptive. While 1.76 lakh crores may be too presumptive, there is no denying that licenses were handed out with the sole purpose of benefitting some corporates and allies.

What about the CWG scam then? There is no presumption of the loss figure here. Mani Shanker Aiyer sent letters to the "best PM" warning him of corruption by the organisation committee. Why didn't the PM act on the information?

Scams before 2004 are pocket change when compared to the ones that have happened after 2004.

As for inflation and gruelling poverty before 2004, then how does it make this PM the best if the same continued even in his term? Like I said, is the bench-mark for best PM ship not having communal riots? Then every CM in this country is the best CM ever. Even Narandra Modi - Gujarat progessed well economically in the last 10 years and did not have any communal riots.

As for India not being impacted by the global crisis - the global crisis was more due the reckless policies of the western governments, theire financial regulators and their banks. The fact that Indian governments (and I mean plural here) did not follow such reckless policies is a testimony to successive governments (again plural), the opposition parties and business leaders. For that matter, none of the Asian countries have been impacted by the turmoil in the west.

Abhishek Sharma’s post has now convinced me that we need to have a compulsory course in logic in our schools. His amazing method of reasoning essentially comes down to:

1) MMS is the best PM because there were no riots! When Al points to Nandigram suddenly he differentiates as one being political violence and the other a religious one as if political riots are acceptable! But ask all the Jholawallas including those sitting in the ‘best’ government’s NAC and they will tell you all riots are essentially political!!

2) No relative of MMS has been accused of any wrongdoing despite the country seeing unprecedented loot under his leadership. Such stupid arguments can only be made when people have already made up their mind and then look for facts to fit the conclusion. When you talk about the watchman analogy, this toddler confuses the analogy as an old wives’ tale!

3) When a well known fact of MMS lying to get into RS in 1991 is brought up the answer is Jetmalani and Hema Malani also did it. But the fact that when MMS did it, it was illegal while it was not the case with others escapes him. In any case ‘others did it too’ is a very poor defense of someone who you claim to be honest. While the MMS fan goes around in circles on this issue, he conveniently ignores MMS’ falsehoods on RSS and 1984 riots not to mention the numerous falsehoods and shifts of goalposts during the Nuclear Deal.

4) The final line of argument takes the cake! We are told Bofors and Juhu Centaur are the same! Both are scams! But what is the basis of this assertion? The answer is simply stupendous – we are told both were investigated and both were inconclusive!!!
